He wants to make certain everyone nearby can hear him, or at least know that Ross is getting chewed out. Some of the nearby soldiers pause uncertainly, which means he's successfully delaying whatever the man has planned. If he's lucky, Dylan might even make him angry enough to lock him up near Betty.
